JAPAN’S upper house has approved a treaty establishing a management body for the next-generation fighter jet collaboration among Japan, the UK, and Italy.
This milestone sets the stage for discussions on cost-sharing for the ambitious Global Combat Air Programme International Government Organisation (GIGO).
GIGO, slated to launch soon, will serve as a pivotal coordinator for the involved governments and companies, headquartered in the UK with a Japanese leader. The body, staffed by personnel from the three nations, will oversee the development of a sixth-generation fighter, envisioned to succeed Japan’s F-2 and the Eurofighter Typhoon. The project, targeting deployment by fiscal 2035, emphasises stealth capabilities and collaboration with drones, aiming to address future security challenges.
The development, set to commence in 2026, is delineated among various defence contractors, with Japan’s Mitsubishi Heavy Industries leading the airframe work, IHI handling the engine, and Mitsubishi Electric overseeing electronic systems.
Major defence project
This marks Japan’s first major defence project with partners beyond the US, reflecting a strategic shift.
Past joint ventures have been marred by technology-sharing concerns. However, this time, Japan seeks to leverage its participation for technological gains and international collaboration experience. Cost-sharing discussions are crucial, given the estimated trillion-yen budget. Japan and the UK may each contribute 40%, with Italy covering the remainder. Such negotiations are ongoing, with final decisions expected by the end of 2024.
Amidst these developments, Japanese defence contractors are gearing up. Mitsubishi Heavy Industries is expanding its Aichi plant for the project, while IHI plans a significant workforce boost by fiscal 2025, aligning with the nation’s broader efforts to fortify its defence capabilities.
As Japan navigates this highstakes venture, ensuring equitable contributions and technological synergy will be paramount for the success of this landmark collaboration.
